Rapair.

If a ship is damaged & has a sup system knocked out can that be repaired in theatre?

For example I have a CA that is at 4sys damage but its 2x front turrets are damaged can they be fixed or will she have to go back to the yards?

It can be repaired at any port size 6 or greater, but Id send it to a size 9

Definitly fix the mounts in theatre. If they are sent back with a destroyed mount, it will come back that way and never be repaired again.
