Japanese Kill Modifier

I am just wondering if the Japanese Kill Modifier has been removed from version 3.2
It is July 1944 in my PBEM game and my Japanese opponent and I are wondering what happened to the Kill Modifier..

The kill modifiers have been moved back-- starting 1946. Bases values were changed to offset this in the kill modifiers.

Didn't the kill modifier dissappear also if Japanese production fell under certain limits ? I wonder if that's still in game.

Yes, the kill point multiplier goes away if japanese production falls below 500. Check out the Pacific War Data Card file in the "Lost Files Thread".
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?
