Scenario download ? & problems

The "Surprise on the Stepps" scenario arrived as a non zip file. Just a single stand-alone 28.6KB file similar in look to the scenario dat files, but without any extension. No .dat, no.cmt, no nothin'. What do I need to do to make it useable in the game. Was there a download problem? Also, I can't get "Fall of Tatstinkaya - East Front" to download. GO!Zilla has made 198 unsuccessful attempts for me. Can you check to see if problem is with scenario site? All of the other downloads I've done, with the exception of these two, have worked great including others downloaded at the same time.
