If the little things annoy you, maybe that's because the big things are going well.

If you go to the detail screen for every unit, it will break the unit down into its component parts; infantry, guns, engineers, etc. One of these is support.

Most (if not all) combat units don't have the intrinsic(sic?) support to "support" itself.
That is where the presence of base units/hq's comes into play.

Most base units (as I recall) have extra support. Something on the order of this:
unit has 30 engineers and 60 support. this unit would then have 30 support to "share" with the other units in its hex. Useful for bases with extra engineer units there.

The other source of support is the units "parent" HQ or a higher level one (South Pac, SW Pacfic, etc.) These consist of nothing but "support" points.

So, the best way is to have the subunits of a division all together with its parent HQ. This "should" give you enough support to cover everything.
Or, failing this, if you have to split combat units apart, have a higher level HQ present with the regiment/brigade needing support.

That's about all there is to it.
Sing to the tune of "Man on the Flying Trapeze"
..Oh! We fly o'er the treetops with inches to spare,
There's smoke in the cockpit and gray in my hair.
The tracers look fine as a strafin' we go.
But, brother, we're TOO God damn low...
