Base Supply?

In scenario 2 (playing as US), Lunga has supplies but all land units there have 0 supply. They don't seem to resupply from the base stockpile. Why is that?

is the supply in the red (or orange). If you have more than 2 times the amount needed then the units will start getting the supply needed.
