At bases there is a number for "Supplies Required", is this for a month, or for what time frame is this number of supplies needed?

It appears to be exactly a month, assuming absolutely no activity at the base. I did a few experiments, and if I wasn't expanding fortifications/port/airfield then the required supply divided by 30 days was exactly what the base consumed each turn. Starting to build caused the daily consumption rate to jump. I assume it also jumps if you're consuming supplies by flying air missions, being bombed, etc.

The jump for Efate, the base where I ran the experiment, was from 7 supply / day (required supply listed 209) to 35-37 supply / day. The 7 supply / day held steady if there was no activity.

Note that you need to have at least that number of supplies at a base to keep all the units supplied adequately, so even though you wouldn't burn through them all in one day you need to keep that number there for the units to operate at proper efficiency. Level bombers require twice the number of "supplies required" to operate at proper efficiency.
