MacArthur's Double

Not sure when it occurred, but I have two General D MacArthur's in command. One in the Phillipines, and one in Brisbane. Same guy since he has the same rank and ratings....

I didn't think this was possible?

He starts in command of two hqs.. could this be the issue ?
