Unable To See/Create TFs

In some scenarios in both UV and WITP I am unable to see or create TFs. I can see the ships in the ports but I can do nothing with them. I can see sub TFs. It does not matter which side is playing.
Is there any solution to this?[&:]

Which scenario in WiTP? Have you gone through the tutorial yet?

In WITP both scenario 1 (Tutorial) and scenario 6 so far. I suspect there is more.

You cant form TF's from the display screen you get when you click on the anchor, you have to click on the flag. Once you get to the base display screen, there is a button to create a TF below the "Ships anchored at ...." section. You should get a TF setup screen...

Yep the above answer is correct. I thought the scenarios would have the TFs automatically made.
This is not the case in all scenarios. [&o]
