Can someone give me a suggestion on what to do in the PI (scen. 15).

As far as I can tell, only Manila and Clark are defensible, but neither one is a good place for a/c's.

Suck all of your troops back to Clark and Manila from the get-go, and also start building forts. As Manila has the bulk of the supplies send the HQ units to Clark as this will help flow the supplies into Clark. Base your aircraft at Bataan but if I were you I would spend the PPs and get the B-17s and P-40s out and send them to Oz (leave a P-40 unit at Darwin and send the B-17s to a major city like Sydney to allow then to rebuild once the supplies start flowing form the US. Use the ENG units at out laying bases as "speed humps" so you have at least some idea as which way the Japs are coming from (and it will also give you an idea of their strength). Try and fall back under your own terms, for example once you have sucked all the supplies from Manila then simply abandon it and move your troops to Clark. Make sure that you sent the Industries to "NO" for repair, so that you are not wasting supplies fixing them when they get bombed.
Bataan, Clark and Manila are the most important cities/bases and in that order.

In my PBEM with Luskan I am still holding Manila, Clark and Bataan as of the 5th of Feb'42, but supplies are now really really tight[:(]

Make absolutely sure aircraft at PI are all set for no upgrades/no replacements. This will gobble up what supply you have.
