PP Cost Not Working

Playing Scenario 15 and at day 15 I was able to convert a UFAAF unit in the PI to Australia Command even though the pop up said there was not not enough PP`S. When I tried another it said I had -170 PP but it still converted to Australia Command.

Same with ABDA units, said I have a - # but it converts them and they remain changed and I can load and ship them out.

I`m at -321 USAAF and it keeps allowing conversions and shipping to any other Command, the cost # appearing as an increasing debit #. I have a save game.
