Capturing Base Resources!!!!! URGENT

I need some help here.

1)When i capture (as Japan) an enemy base with oil, ressouce etc.. and damage has been done by the enemy engenier can I repair those damage?

2) If yes what is the cost of repair and how long it take

Yes you can repair the damage. It costs 1,000 units of supply per point of damage. And it repairs only like 1 point per turn I believe.. So it may not be worth it.
