This function seems to be operating incorrectly at the moment (at least in the tutorial scenario). On the American side I was able to transfer planes and pilots from a severely damaged Yorktown (sys:71/flt:65/fir:49) to both other carriers and to bases. On the Japanese side this is not the case, but it seems to be carrier-dependent. Most will not let me transfer aircraft to other CVs, even when both the sender and the receiver are largely undamaged. These same CVs can transfer planes to nearby bases. In other cases, CVs will not allow any transfers at all, even though the ships were untouched in the battle. All ships are close to, but under, their max sortie level.

I've also noticed that I am able to fly carrier-enabled Corsairs (that lack carrier training) to fly out to their maximum range and land on a CVE, without any operational losses.

Not sure but the Japanese CVs pretty much carry a full load of planes, whereas the US CVs usually have more spare room for extra planes.

Not after the battle that took place last turn. A total of 247 Japanese planes were destroyed versus 89 for the US. There's plenty of room on the carriers from both sides as none were sunk outright. The Yorktown and several Japanese CVs are so badly damaged that many of their planes diverted and those that are on board shouldn't be able to fly (sys plus flt damge exceeds 50).

The transfer problem is with the more lightly damaged carriers, many of which have only a half dozen planes left on board. So many planes were lost that the Japanese need to consolidate their forces, in order to provide some sort of CAP as they retreat, possibly abandoning the most damaged ships as decoys.

I confirm CV air transfer bug. 42A Scenario. US CV with 99 System Damage, mid 40s Flotation Damage and Fires Glore manages to transfer all aircraft to land base! Should not have been able to fly.
