I believe a roll of the dice determines if the attacking a/c use torps or bombs.

Sometimes they are actually dropping torps even though you hear the bomb auido, too....hopefully that might be better in the next patch.

Yup. Reflects the need and availability of modified torps.

I know its variable I just dont understand why it they programmed it this way. I would think torpedos would always be preferred.

Didnt they have torpedo nets to stop such things in some cases? Maybe this is a random value to represent this possability?

That too.[:D]
Modified torps and nets were given as a reason by someone around here...

Two things I can think of. Probably a lot of us are familiar with why our Kates didn't all load up on torps at PH, however, there is a rule that makes sense apart from that, and that is that most ports have their torp nets and other counter measures up such that torps are useless, so torp planes chances of carrying them are quite slim for port attacks.
That leaves......attacking ships at sea. My guess after perusing the manual a number of times is that their chances of carrying torps is either very high or absolute in this regard, with one notable exception. That exception is range. If your torp plane is using extended range to hit the target, it will carry it's extended payload, which of course isn't torps. I recently posted an attack on the Entreprise which totaled 31 hits without it sinking on the high seas. The torp planes all carried 250kg. bombs but I could see the reason for that easily, as they were at range 5, or extended range for the Kate.

Last but not least, there are more then just ships to hit in a port attack. You would't want your planes to attack port facilities and CD units with torpedos [:'(]

Anyone knows this movie about this crazy submarine, where they fired a torp at a ship and this thing hits a lorry on the beach?[:D][:D]

I believe you're talking about 'Operation Pettycoat" starring Cary Grant & Tony Curtis. BTW they also end up through a supply SNAFU painting the submarine pink [:)]

Just clicked my stopwatch. Want to see how long it takes before someone says you should be able to torpedo land units and destroy tanks in coastal hexes.

Just remember if you are the pilot of a plane and you get a choice to either use bombs on a plane where you can dive down and drop a bomb or two and then get the hell out of there, or take a torpedo and line up your shot, skimming the water hoping that you do not get shot out of the air, and also that you do not have objects obstructing your torpedo's path to your target, knowing that ships and other objects including submarine nets could be in use at the port, my guess would be from a survival and success standpoint I would choose the bomb everytime. Now if its in the open ocean it might be a different story, but in a closed environment like a port, give me bombs please.[:D] Just my .02 cents

Weren't torpedos in much tighter supply than bombs? That may be a factor.

Pilots don''t make that choice, staff do based on best guessitimate of right weapon for job, limited intel etc - sometimes right sometimes wrong.

If you are playing historical first turn, they should use torpedos, period. Japan did, WitP should.
On another note, there were two attacks on 12/7 yet I have yet to see a second wave. Are both combined into one attack?

port attacks are based on the model of Pearl Harbor which saw 40 B5N's carry torpedoes, the rest 800kg bombs. This corrected a long standing complaint about PacWar (all attacked with torps)
After a long debate (on multiple threads) the decision was made to leave port attacks as is for all ports. (combination of torp/bombs for torpedo craft) It was even suggested i believe by some that certain ports should have specific rules but such a course of action was not feasible.
long and short of it. Ports are no longer safe havens like they were in UV.
