Japs inherit US airgroups at Clark Field

Well I finally took Clark Field in my game as Japan against the AI. Next turn I find three residual US airgroups are still there! I can change some of the settings on the airgroup dialog box but everything gets reset next turn. The planes don't seem to do anything.

There were no allied LCUs at the base and it rolled over to the Jap side automatically.

I have a save of the turn immediately after this happened, not before unfortunately.
