How do I trasnfer ABDA units via ship

Ok I want to move the Sumatra forces south. I want to keep them in the ABDA area but I can't load these units on ships. What am I doing wrong?

ABDA units cannot load onto ships, you must first change their HQ to an unrestricted HQ. If you do that, you might as well get them out of there completely.

To be more precise,

Restricted HQ's:

Australia command
West coast
USAFFE
ABDA
Canada command
New Zealand command

All other Allied commands can be shipped anywhere
