Is the station PDB bolt speed a bug?

Station PDB bolts are noticably slower than the PDB bolts fired by ships. Is this intentional? Station PDBs act like they arn't set to target torps, so I was thinking the PDBs are meant to be close-in defenses against Thunderbolt strafing and capital ships rather than shooting down missiles. After all, armed stations have such ridiculous amounts of hull that if stations shot down the missiles they'd be almost impossible to kill.
