Bogus random damage to ships in port

None of my ships in port in Pearl Harbor except for the 8 BB's and 1 DMS had ANY damage. Suddenly, one turn all the ships were damaged! The damage went from 15 to 1 and listed like a laundry list. I.E. About 5 ships with 15 then 5 with 14 then 5 with 13 etc. etc. etc.
No attakcs of any kind occurred and the ships were not in any TF's or on auto control or convoy.
What happened?

They probably upgraded their weapons. See section 13.3 in the manual.
