Invasion Question

I was wondering if there were any terrain restrictions on Sea
invasion sites? Are mountain coastal terrains (Gibraltar?) directly
open to sea invasion?
I also noticed in several of the AAR Europe screenshots that Germany
appears to keep a large force in Western Germany. Is this to protection
against sea invasion by the WA or just where replacements form?
