Is there a way to just vote play vs computer ?

When you click on rating for a scenario you are asked to give a vote for playing against human and one for playing against computer .

Yes, but when I just try to vote for "Play vs Computer" I always get an error.
But how should I vote "Play vs Human" when I have not played it yet ?

Perhaps this function of the scenario depot should be changed.
(Could be a reason that there are so few votes.)
