what level port do you need + AS so you can load torpedos?
what level port do you need to completely resupply/refuel an allied carrier?

I think you need 2500 supply in the port for the AS case...any size port.

Strictly speaking this could be an airbase with a 0 port; I wonder if it really means this?

Also does "sufficient" supplies mean 2X supplies, so it is not in the orange?

No, it has to be a type "base".

If the type is set to Airfield, there is not water access.

Never tried the 0 port resupply, but usually 2000+ supplies is enough for an AS to reload torps on a Sub.. I believe it has to be enough supply that the base will allow the AS to spend supply - bases tend to horde supplies for their own personal use... So as long as you have more than it wants your golden...
