Feature or not?

I noticed that for some units in the LOCATIONS area of the editor, that some units have leaders which never appear in the game.

LOCATIONS:
2001 - USA Cav Division, has leader 15704 Hewett, G.M.
2002 - USA Infantry Division, has leader 15357 Caraway, R.F.
etc...

Since this unit is a TOE template it will never appear in the game, and its leader will be attached to a unit that never appears, so I believe that the leader himself will not appear in the game. Well over half of the TOE template units have assigned leaders, and I am wondering if this is a feature (done in a way to supply the engine with a basis for 'generic' leaders?), or it is something that should be changed, as a lot of leaders will be missing from the game.
