Corps HQ radius=1

I've read that HQ radius = 1 means that HQ only affects its own hex, so I put that to test.

Everything else being the same, I marched the same unit into another unit, always through the same path, and moved the only nearby corps HQ to be in the same hex as the fight (distance=0), on the nearby hex (distance=1) and two hexes away (you got it). Repeated that 2 or 3 times on each situation, and ran two turns each time. Results were:

Distance=0..... 2:1 attack, then 1:1 attack, then attacker disrupted
Distance=1..... 7:1 attack, then defender retreats or attack again at 8:1 and def retreats
Distance=2..... 0:1 attack, attacker disrupted, didn't attack any more
Distance=3..... 0:1 attack, attacker disrupted, didn't attack any more

These results were quite consistent. I came to the conclusion that a Corps HQ with radius = 1 means it affects the adjacent hexes. But I'm also coming to the conclusion that's not a good idea to have the HQ exactly on the fighting hex - there must be some penalty for that.

Does that seem correct? Anyone else ran similar tests?
