Fuel Disapearance

Had a task force of 20 ak's and 6pg's return to Osaka from Formosa area. Once they arrived my intention was to disband them. I typically replenish a TF before I disband it. Osaka had 187,000 fuel at the time. The TF of ak's were just a little low on fuel. After hitting the replenish TF button Osaka dropped to 0 fuel!!! There is no possible way my TF needed that much fuel.

I'm only on Dec 8th and have noticed that I have several large ports that are down to 0 fuel. Certainly some may be legit? But I've got a couple tf's that had fueled ak's and ap's that left port on the 7th and now on the 8th they have one or two transports that have 0 fuel and the tf has crawled only one hex from the port, these tf's did not need to refuel before leaving port so I don't understand why they are now sucking fumes.

This is extremely annoying. Am I doing something wrong? Or is this a bug.
