Why troops won't load on all the ships

Noticed that in attempting to load a task force in San Francisco, that of the six ships, only one loaded troops. Later when I checked back the other ships were loading supplies but no troops. It happened a couple of other times and then I noticed that the ships that didn't load troops were ships with operation points already used. I unloaded that convoy, let them sit for a day so the operation points were zero and the loaded them without anymore trouble. Some people wrote in a couple of times about this and I hope this helps out.

I've had a same problem... already gave up loading an ambhibious HQ and some army HQ from Frisco, just didn't load them up.
Already couple of times lost my mind with the troop transportations.

Nothing funnier than find half of the division suddenly in australia when loaded on a boat at guadalcanal.
or loosing it completely.

I reported the same problem a few days ago but have not been able to reproduce it. Do you have a save from before the loading started and can you make it happen again?

This is almost always caused by some of the ships in the TF not having ops points available. If the ship has just returned to port and is short on fuel/ammo, do not use it until the following turn as it will reload/refuel instead of load troops.
