Which side has the best chance of winning?

I'm about to start playing my first WiF(final edition) campaign game. There is only two of us as I can't seem to find anyone else in my state (Wisconsin) that wants to play. We have yet to decide on all the options. We are trying to decide whether to use partisans. It seems this option greatly favors the Allies. My question is simple: Which side (Allies or Axis) has the advantage in this game? Your answers will help us determine options to use that will balance out the game. Any recommendations on options you guys think we absolutely must use and options to avoid would also be greatly appreciated. Thank you.

IMHO if you haven't played before then the Allies have the greatest chance of losing. This is because any early mistakes can be fatal to the CW player while any early Axis mistakes can be rectified through application of more firepower. When you become experienced with WiF then it becomes a religious war as to which is the favored side.

The rules state that the country garrison strength (to avoid partisans) is printed on the map. This isn't true of the CWiF v0.7.71. I wish I had a chart for this but one isn't included.

Partisans can be interesting thoiugh in the setup I moved the Commonwealth Crusiers from Singapore to the empty city of Bombay and Partisans came up in India. I wanted to check if Partisans would really destroy ships in port. The Crusiers all rebased so I didn't get find out.

I would advise working into it gradualy as there is a steep learning curve with all the options turned on. You could try a few truns see how things are going and start over a few times untill you feel bold enough to turn on all the bells and wistles.

I agree with Greyshaft on the Axis being favored early in the game. If you can take advantage of this is up to you.

In the Millenium Annual there was a chart that gave the relative value (in terms if objective hexes) for each option for each MP. It is obviously a large list with 82 different options listed so I won't type it all out here, but since you asked about Partisans here you go:
Ger: -.033
It: -.08
Jap: -0.33
Ch: .031
Fra: 0.00
CW: 0.06
USA: 0.06
USSR: 0.33
As you can see, USSR gets the biggest benefit from using Partisans (with China close behind) and Germany and Japan take the biggest hit from using them. If you were to use all of the options the Allies have a +.5 and the Axis has a -.51.
All of this being said, options are definately a personal taste so choose the ones you both agree on and think you can play with since this is your first time playing. Also check out ADG's website FAQ. There are a couple of questions on options as well.

You can see both Partisan numbers and current garrisons in CWiF 0.7.71 by going to INFO / PARTISANS. A very informative Dialog will tell you everything.

I agree with previous posters.
To play good offense you need only spot one weakness in the opponents line. To play good defense, you need only have no weaknesses in you line. Which one is tougher? Russia was easy to conquer when we started playing WiF and has become almost impossible now (plus the new rules give them lots of cheap fodder and they can move one factory per impulse now).

what side has the advantage? for the first 2 or 3 years the Axis, for the last years the Allies. Who is the best side to play for the first time? Hera I agree with Greyshaft, the Axis is the best starting side.

Easy question, the side with the most capable and experienced players will have a huge advantage, strategies not withstanding. I greatly prefer Axis and enjoy an early asggressive Allied team, they usually have great plans on how to win WWII in the first few years and once humbled they are in a horrible situation and Germany has the initiative for the years 41 - 43.
