IJN CV's

If a CVTF has zero, or limited damage, can you keep them at sea for months at a time as long as they're refueled?
If you can read this, thank a teacher;

No you can not keep a CV perpetually at sea as the more she remains at sea the most system damage she gets.
Once System damage + Flood damage reaches or exceeds 50, your CV will not be able to manage any Air ops; so she will become useless.
Moreover I have noticed that you will run out of ammunition and sometime after a lot of Air attack all my Kates are equipped with Bombs as there is no torpedoes left; the only solution to get ammunition supply is to return to port.

You can keep them at sea for a while but as they are out to sea
they will acquire system damage from storms, mechanical failures, crash landings
not to mention the occasional skylight from a lucky pilot.
