Any 1939 campaigns?

hello all

Will there be any 1939 campaigns? it would be so cool to give the human player who controls japan a chance to set there own history like what targets to strike first? Pearl Harbor or Hong Kong?.Also allow them a chance to build up a bigger navy before the start of the war?.
