Adding new leaders question

Just wondering if the 19999 limit in the leaders database can be exceeded. I was wanting to add some leaders not in the current DB that were historical & wanting to know if it could be done without any bad things happening. Otherwise I'll just take some unknown Joe Schmoe that was in the DB & rename him.

no 19999 is the limit, you have to remove some to add some
