Hard luck barges

I don't know if anyone has mentioned this before (I couldn't find it) but whenever I attack a TF of barges with either an SS or a/c they only attack ONE barge. It doesn't matter if there are 2 or 20 barges in the TF or I've got a single P-400 or a full squadron of B-25J's. I've had barges hit by 50+ shells and almost 25 500lb bombs, while the other barges in the TF get off scott free. Seems a bit like over kill to me. Does anyone know if this happens inWitP?
