Editing Editors?

Hey to all.I am a newbie and i just started to go along with the game.Now in the download which is available there is an editor but either is not working or i make mistakes.
So i want to edit the cost and stats of EXISTING tank/air models in the grand gampaign.When i start the ingame editor and try to load data in order to change them it says that file cant be opened.Which means that since i dont know the numbers for each type of planes/tanks i cant do anthing.
Now can somebody give me e help here and explain if i am doing something wrong or give the adress of another site with easier to work with editors?
I repeat,i dont want to ADD anything new.Just to change preexisting stats for units like cost/capability/data of appearance.

in the download there is a folder which has an excel editor to do what you wish with the 1941 campaign - OBWIR. i guess you are just using the built in editor wrong as well:

Start the editwir.exe program
Type L (load data)
Type X (complete scenario file)
Type OBWIR as filename followed by Enter

when you are done editing:

Type S (store data)
Type X (complete scenario file)
Type OBWIR as filename followed by Enter
