Base / HQ Question

Admirals and Generals,
What exactly are the bonusses and penalties for having a unit at a base where their area HQ's are different? For example: the 40th ID (central pacific) camped in Guadacanal (Australia Command). Is it worth the political points to change the base? Thanks.
