There are a few Chinese divisions assigned to SE Asia command. Also there is no restriction, I dont think, on moving a restricted command unit into Burma. However if against a human you had better keep your chinese corps in china.

yes they will attack across border BUT SUPPLY will be a hugh problem I have
found

How effective are those Chinese units in combat?

If you train them they will do well. Leaders will always be sub-par though.

Training = engage in light combat, such as bombardments or participating in winning attacks.
