help upgrades!

Can’t seem to get ships to up grade...

Have a New Orleans in San-Francisco it's 20th of the 6th 42 & it says it should upgrade on the4th 42...??

It has 22 sys damage would this stop it?

sys damage has to be less than 5

Doesnt take that long to repair Non capital ( BB, CV) in San Fran, in fact I send my CA, CL and DD to LA, San Diego and Seattle and leave San Fran for the big fish usually.
Favoritism is alive and well here.

You also need the stuff to upgrade. For example if the ship is going to install 4 mounts, each with 4 40mm Bofors you need 16 Bofors built and ready to install. I found that late 42 refit used a lot of 40mm guns on various ships and that was what took time to build.

Yup. I put a couple of ADs in Seattle and use that almost exclusively for DD repair/upgrade. It's amazing how fast the DDs get repaired. Keeps SF free for the really big stuff when you need a lot of ship repair points. Using SF for everything drains the ship points below what you need to fix the capital ships at the max rate. I cycle AKs, Tks, and APs through L.A. to upgrade or repair system damage to zero (when the Sys gets too high) before sending them to SF for the transport pool (non automatic convoy). If they have any Sys damage when they are put in the pool in SF, they drain repair points. CAs and CLs go wherever is relatively free of other damaged ships. Capital ships can repair fairly quickly at the other U.S. ports if they are the only ship there drawing down points.
