Production multiples question

rule 13.6.3 (FE) indicates increase a major powers multiple by .25 if
an supplied enemy unit is in the home country and another .25 if an
enemy unit land attacks. My question is are these increases
permanent?

If so is this example correct?:

Germany invades USSR in 1941. USSR's pruduction multiple
immeadiately jumps from 0.5 to 1. Then in 1942 it goes up to 1.25
(assuming Germany takes Minsk and Kiev). In 1943 (assuming Germany
has control of one of Moscow, Leningrad or Stalingrad) it goes up to
1.5

No those increases are for that turn only. Next turn you would again check for enemy presence and whether any attacks took place.

P.S.: I'm no current on the rules, but this really was a simple question for which I needn't even bother getting out the rule book or charts (both should explain this in detail).

P.P.S.: If the Wif mailing list still exists that would be the best place to ask these questions, you'd probably get two dozen replies within the hour there (and we used to have official rule gurues too whose word was second only to Harry's:-).

P.P.P.S.: Which makes it obvious that I left said list a few years ago, for political reasons.
