This game would work well as a fantasy version or even sci fi (i.e warhammer)

Do you think someone would be able to mod the game?

The EULA doesn't allow you to reverse engineer the game binary, but the graphics can be re-skinned fairly easy. Refer to the forum post called Editing Game figures.
