47th BG in LA, March 6th 1942

I had a group of 50 havocs in 47th BG, Los Angeles. I switched them from West Coast to USAFFE (hQ in Manila). It cost 200 precious Political points. Now they wont load onto a transport(s) and they wont move anywhere. What gives?

USAFFE is a restricted command also.

With restricted command HQs, it is best to move the units (air/LCU) to the area of deployment before changing their attached HQ.

It maybe that by the time the unit arrives in the theatre, the situation has changed for the worst and you may decide not to assign it.

This preserves you PP until actually needed.

Problem was that he was trying to move them from one restricted command to another.
Pretty poor planning (or rules reading) on his part.
