Some Japanese DD without ASW abilities

May be I'm not the first one to ask the question.
I've noticed that some Japanese Destroyer aren't elligible for ASW task force because they don't have Depth Charge in their armament.
I've tried to find documentation on the subject and only find informations dealing with all Japanese DD were equiped with Depth Charge.
Is it normal (and why) or is it a mistake in the Database (and could the designer fix it)?

Some of the Japanese DDs that start without depth charge racks/launchers will get them later during upgrades.

I especially like how some of my larger TRANSPORTS get ASW capability with an upgrade in 43 unless that was a typo I saw!
