How do you change teh amount of PP's to start a Scenario or the amount gained per day?

I haven't been able to fins it anywhere and woudl like to make a few changes.

Use the Scenario Editor (rather than the Scenario Database editor to edit the scenario, and from memory it is on the first screen after loading the scenario.

The program is in the SCEN directory.
