They had women pilots in WW2 flying aircraft from place of manufcture/delivery to forward delivery areas and other bases. They also had women auxialleries. I would say that this is a training area for them?

Its the Navy version of a T-6 (can't remeber what they called it) at NAS Jacksonville

The tails on the right side and on the background looks like the one of the SNB-1 or SNB-2.
