Is the US FB 'bug' there to make the IJN player attack PM as their first action?

If it is why is it not made clear that IJN TF's will not be able to fire Flak at Allied Air Groups that contain FB's on strafing missions and that their stock of AA ammo will be reduced to ZERO if so attacked? (all TF's including BB ones)

Is this 'bug' carried over to WITP, so I know not to waste my money?
