Allied CV Air group expansion

In my current game against the AI I'm up to December 42 but I'm still waiting for my CV Fighter squadrons to expand to 36. Presently they're still at 27. I've had the ships in for their upgrades in May and/or October but still they stay at 27.

Is there some trick for gettin gthem to expand???

Try to get them to SF or may be port with enough supplies or something. Works fine in my games.
