v.4.5 Leader Rally Rating Zeros Out

I'm currently playing an email scenario, and some of my formation leaders have a "0" rally factor. The rest of their ratings still have positive numbers so I assume the leaders are still alive. Some units have taken heavy fire, and are immobilized due to suppression--no movement or firing. The formation leader, who once had a "75" rally rating, can no longer rally his troops.

How do you get his rally rating back to normal? I believe there are other leaders in the same boat, so it would be helpful to learn this trick as there is a lot more combat ahead of me during the remaining 20 turns

A leader's rally rating goes to zero when they fail a rally check. When you go to the next turn it returns to normal until they fail again.
