Transport TF Management

I am confused. I created a number of transport TF's in several base hexes with instructions to load supplies. I then indicated a destination hex for another base hex. I had read, I believe in the manual and in this forum, it was important to do this in that, otherwise, the TF would repeatedly load and unload but never get out of port. The next turn, when reviewing the status of my TF's I notice that several transport TF's had left port but with only partially filled holds. Did I do something wrong and, if so, what?

A ship will never take more then 90% of whats available in the port. If there was not enough, they will finish loading and immediately leave.

If what Frag mentions is not the problem, try setting the destination first, then giving the load order.

Should not matter anymore ... the only case a location is needed prior to clicking load is with fast transport TF's since they control how much they load based on their destination to make sure they don't get stuck there during daylight by being overloaded.
