Task force experience and fatigue

A lot of the battles in 1942 and 1943, the US were considered to have "Scratch Forces". This meant that forces that had not fought together as a unit. As mid 1943 rolled around, US admirals had standard TF's. Thus the commanders had chances to establish battleplans, know their officers, and train as a unit. This be a big benefit to the US. The Japs had been fighting as some what standard units and had this benefit. Can task forces not changed up gain experience?

Can those officers get worn out. The US tended to rotate carrier group staffs out to allow them to rest between missions. The entire fleet structure changed at Okinawa to give Spruance and his staff's rest. Will leader fatigue be a factor?
