Question: How to replenish inland base with resource and oil? Thanks.

Japanese base Nagaoka has lots of engine and airplane factories, but after several turns, all the supplies, and resources are used. Since it is not a port, how do I transfer some resource or oil to it?

It should happen automatically. Resources and oil should be transfered from other bases which have a surplus.

the inland bases will draw the resources and oil to them...provided the base that has them doesn't need them.

Also only Heavy Industry consume Resources and Oil... Everything else consumes HI Points. So if the base doesn't have HI in it, it will never pull Oil or Resource to it as it doesn't need it.
