Question: What are my troops doing there?

Question:

After I march some troops to an enemy base, I cannot lauch any attack. why? Even it is an empty enemy base?

I found that if I send one unit to any enemy base, I can order it either to defend or attack.

Does the unit you sent have any combat troops? Not all units have.

Yes, usually I send INF, followed by ART and ENG unit. After they reach the enemy base, enemy units alway attack them. I can click the icon, but troops are not listed, so I cannot choose any of them to either defend, or attack.

Hi,

If you click on an enemy base icon with your units in the same hex no base window will open.
At the bottom of the screen you can see your unit icons though and if you click on them you can order them to attack.
You can also click on the icon for your units on the screen and see them listed at the bottom of the screen.

Hope that is the solution.
