What those unit exactly do?

In game they are engineers for the most part ( not combat engineers) they are used to improve ports/bases and airfields.

Favoritism is alive and well here.

Hi, They are just construction engineers. The name does not matter (road or AF) they work just the same.

I'm not retreating, I'm attacking in a different direction!

More interresting are the Base forces, IJN with CD guns, IJAF with AA, a.s.o.
