In this War Plan Orange you'll probably exceed that number, but groups will be limited. Also, the replacement rates per month are small for each individual plane. I did this to try and force the player to use a motly collection of planes. I.e. some pursuit squadrons in the late '20s should still be forced to use DH-4s, or bomber units the DH-4 in lieu of the NBS-1.
