Try the Run 5 forums for BIN. Flashpoint Germany looks like a good first time purchase aswell.

Unless you insist on WW2/modern, Tin Soldiers: Alexander is easily the best game in the Matrix stable for new wargamers. After that, probably Highway to the Reich, particularly if you have experience in "real-time" style games.
