Replacement levels and OPS

I want my panzer army HQs to have high OPs(for special supply purposes) and panzer korpses of high experience. If I set replacement level high(say 100) then I met first requirement but fail the second one because experience drops down very fast(~60exp in august'41 despite of I try to lay down more on infantry and use panzers as mobile force to cut down vital suplies). So it seems that I always should make special supply by other HQ and set my replacement level to say 50 for panzer army HQs. It is somewhat anoying. Please tell me if I'm wrong. And some more questions: what happens if my army group HQ(or even OKH)has OP:0? What replacement level shold be selected for these high level HQs?
How can I see my OPs pool(or at least guess my OPs reserve)? If I select replacement level 100 for all my HQs I often begin my turn with very low OPs in some HQs.

For one thing, in the next version you can only get special supply *once* for each corps.

Second, all units not at full strength will lose experience as replacements are added to them. Its a price you have to pay.

OPs points are spent for all attacks and movements. As I understand things, if a frontline HQ runs out of points it will "borrow" from its parent HQ. If the points run out then planned movement/combat not already executed will fail.

Also, OPs are related to supply level. When the German supply level drops down to the normal 6, max OPs will be 60. The Soviet situation at the beginning of campaign '41 is a bloody mess. Seeing Soviet HQs running out of OPs will be common.

The only good news is that moving an HQ doesn't cost 50% of OPs now.

the problem is that afaik 100 tanks ith experience 50 are equal in cv terms to 50 tanks with exp 100. So I do not want to have lower exp tank group of bigger size instead of elite tank group of smaller size. Germans produce barely enough tanks in the begining of 41th company.

Whatever initial "problem" you're seeing will go away slowly. At first, German tank battalions will lose exp because they are on the offensive and are losing large amounts of tanks in combat. This is historical, Germanly lost most of its tanks by the end of the '41 offensive. In the latter years though, since Germany will be largely on the defensive, with better tanks, they will gain exp on defense and you'll end up seeing small tank battalions with high experience.
